THE Chitungwiza Town Council plans to roll out the Presidential Title Deeds Programme soon following a resolution by the local authority to finalise a memorandum of agreement (MOA) with the Kwangu/Ngakwami Trust, which is facilitating the initiative.
“We are excited to roll out the Presidential Title Deeds Programme, which will address several challenges we have been facing,” said Councillor Agatha Mujati, chairperson of the council’s business development committee.
The programme, facilitated by the Kwangu/Ngakwami Trust, aims to provide title deeds to homeowners in Chitungwiza, many of whom have been waiting for decades.
“Our filing system is not in order, and we lack the necessary equipment to digitize our records,” Mujati explained. “
The Kwangu/Ngakwami Trust has offered to assist us with equipment and personnel to help us finalize the issuance of title deeds.”
Ward 16 Councillor Michael Mukashi emphasized the importance of the programme, particularly for elderly residents.
“I have met elderly people who are concerned about the fate of their properties, which have had no title deeds for decades. It’s a critical issue that needs to be addressed.”
Residents have voiced concerns over the lack of title deeds, citing instances of fraud and file disappearances.
“Houses end up being sold or files disappear in fraudulent ways here at council offices,” said Paddington Chaparadza, coordinator of the Zimbabwe Old People’s Association. “A digital system and affordable title deeds will bring relief to residents.”
The Government and Kwangu/Ngakwami Trust have signed an agreement to roll out title deeds to 1.5 million people nationwide. The programme was launched in Epworth last year, where President Mnangagwa handed over title deeds to dozens of homeowners.
