City Authorities Cracks Down on Dumping: Fines to Be Paid in US Dollars Only

The Bulawayo City Council (BCC) is taking a significant step in its fight against illegal dumping by proposing a new policy that requires fines to be paid exclusively in foreign currency.

This initiative is part of a broader effort to enhance the cleanliness of the city and enforce environmental management standards.

A recent council report noted, “The lack of arresting powers for City Security guards has hindered enforcement efforts.”

To combat this issue, the council plans to peg fines in US dollars, aligning with measures already implemented by the Environmental Management Agency, which has been imposing heftier penalties for similar offenses.

In addition to this financial strategy, the council is “finalizing the recruitment of security guards to bolster by-law enforcement” and is seeking government approval to establish municipal courts with arresting powers. These actions aim to address illegal activities, particularly in the Central Business District (CBD), where conditions have significantly deteriorated.

The report highlighted rampant issues such as illegal vending, foreign currency dealings, and unregulated passenger pick-ups and drop-offs in areas like 5th and 6th Avenue, Leopold Takawira, and Fort Street. To tackle these challenges, the council stated,

“We plan to engage State law enforcement agents for assistance in restoring order.”

Through these measures, the BCC hopes to create a cleaner and more orderly environment for its residents.
