According to a memorandum distributed to all police stations in the Masvingo Central District, officers are required to surrender their cellphones to the Officer in-Charge at the beginning of their shifts. These devices will be securely stored in a safe or cabinet until designated break and lunch times.
The memorandum outlines several important points:
- Prohibition of Cellphone Use: Officers are not allowed to possess cellphones during duty hours, with usage permitted only during breaks.
- Accountability: If an officer is found using a cellphone while on duty, the Officer in-Charge will face disciplinary action.
- Standard Operating Procedures (SOPs): All police stations must revise their SOPs to include specific clauses regarding cellphone use, and officers must acknowledge that they have read and understood these updates.

The memorandum, referenced as number 2065/24, emphasizes the need for enforcement of this regulation, stating that previous instructions regarding cellphone use had not been adequately enforced. It also requests acknowledgment of receipt of the memorandum by 10:00 hours on November 2, 2024.
