Residents and businesses in Masvingo and Plumtree are now subject to stringent new noise-control by-laws that could see offenders fined, have their equipment confiscated, and be required to obtain permits for events involving loud sound systems.
The regulations, published in the latest Government Gazette, specifically target noise from churches, wedding parties, and businesses that disturbs public peace.
The Masvingo by-laws, enacted under Statutory Instrument 99 of 2025, empower the council to regulate community events and penalise organisers who cause a disturbance.
The new rules prohibit any person from emitting noise in excess of the standards prescribed by the Environmental Management Act. This includes loud music, shouting, drumming, and even persistent noise from animals like dogs or roosters.
A key provision requires that “churches and event organisers who intend to use loud sound system at gatherings must now apply for a temporary noise permit.”
Applications must detail the event’s description, location, sound source, duration, and include payment of a prescribed fee.
The regulations explicitly warn against operating any “wireless, loudspeaker, gramophone, record-player, amplifier, musical instrument or similar device so as to disturb or interfere with the rest, peace or tranquillity of neighbours.”
Enforcement measures are equally strict. Equipment used in violation may be impounded by the council and auctioned off if unclaimed within three months. Offenders face fines of US$20 per hour for excessive noise, while those obstructing enforcement officials may be charged US$100.
Similarly, the Plumtree Town Council has enacted parallel by-laws, with violators facing a daily fine of US$10. The Plumtree regulations also restrict business operations outside industrial zones, particularly on Sundays and public holidays, or outside the hours of 7am to 6pm.
Both councils have provisions for temporary noise permits for events like weddings and parties, but permit holders who violate conditions risk cancellation for up to a year.
