BULAWAYO – Bulawayo Mayor David Coltart has issued a stern warning to residents regarding fire safety negligence after a devastating blaze, suspected to have been sparked by careless brush burning on a neighboring property, completely destroyed a local home.
The mayor emphasized that such actions constitute both by-law violations and criminal offenses under Zimbabwean law.
In an official statement addressing the incident, Coltart described the event as a “tragic reminder” of the dangers associated with setting fires during the region’s hot, dry, and windy season. The warning comes as the city reports three separate fire incidents that collectively destroyed property valued at over US$500,000.

“Any person who seriously damages or destroys another’s property through gross negligence shall be guilty of negligently causing serious damage to property,” stated Coltart, citing Section 141 of the Zimbabwean Criminal Law (Codification and Reform) Act [Chapter 9:23].
The mayor further emphasized the legal consequences residents face for negligent behavior:
“These actions are not only a violation of city by-laws but also a criminal offence punishable by fines of up to level ten or imprisonment for up to five years.”
Coltart urged residents to exercise extreme caution when disposing of waste, strongly encouraging the use of proper facilities instead of open fires.
“This incident serves as a tragic reminder of the dangers of setting fires during this hot, dry and windy season. Such actions could lead to devastating losses of property and lives,” he added.
Incident Details and Response
According to city officials, the destructive fire was one of three separate incidents reported recently, with total losses exceeding US$500,000. While no fatalities were recorded in these events, numerous residents reported losing valuable household goods and personal belongings.
The City of Bulawayo has reinforced its appeal for residents to adopt safer waste disposal practices, particularly during the current weather conditions that significantly increase fire risks.

Police have launched full investigations into the recent fires and have vowed to prosecute landowners whose reckless actions cause harm to neighbors. Authorities are specifically examining whether proper safety protocols were followed during the brush burning that allegedly sparked the destructive blaze.
The legal action warning comes as part of broader municipal efforts to combat preventable fires during the high-risk season, with officials noting that most such incidents are entirely avoidable with proper precautions and adherence to safety regulations.
