HARARE – Cabinet has approved landmark amendments to the Zimbabwe National Family Planning Council Act, radically updating the 30-year-old law to address urgent reproductive health challenges facing adolescents and youth, Information Minister Dr. Jenfan Muswere announced Wednesday.
Key Reforms
The overhaul aligns the Act with critical modern priorities, including:
- Adolescent/Youth Needs: Targeted sexual health services for young people
- Gender & Rights: Rights-based approaches and gender equality frameworks
- Male Involvement: Encouraging participation in reproductive health
- Tech Integration: Leveraging digital health solutions
- NCD Prevention: Addressing non-communicable disease links
“The review will enhance effectiveness by aligning with current realities, particularly adolescents’ needs,” Dr. Muswere stated post-Cabinet. “It harmonizes with global commitments while strengthening governance.”
Global Alignment
The amendments explicitly reference:
- UN Sustainable Development Goals (SDGs)
- International Conference on Population and Development (ICPD)
- Family Planning 2030 targets
- Zimbabwe’s Vision 2030
- Public Entities Corporate Governance Act
Why It Matters
The 1990s-era law lacked provisions for:
☑️ Youth-friendly clinics
☑️ Digital service delivery
☑️ Male engagement programs
☑️ NCD screening in family planning
☑️ Rights-based contraceptive access
Health experts hail the move as critical for reducing teen pregnancies (currently at 22% among 15-19-year-olds) and maternal mortality.
