ZANU PF’s commitment to legalizing informal settlements in Zimbabwe has faced significant challenges.
Since the beginning of 2023, only 11,000 title deeds have been issued in Epworth, Harare, despite a promise to regularize over 80,000 informal settlements ahead of the August 2023 elections.
The initiative was perceived as buying voters as it was launched amid pomp and funfare just before the 2023 harmonized elections.
Current Progress and Challenges
The issuance of title deeds is part of the Kwangu/Ngakwami Presidential Title Deeds Programme Consortium. which was approved by the Cabinet to facilitate this process. However, many residents still lack deeds for land that was allocated by land barons associated with ZANU PF, indicating a gap between the promise and the reality of land ownership.
Lands Minister Anxious Masuka has acknowledged the slow progress, stating that efforts will continue to extend the program to areas like Caledonia and other emerging residential zones. He emphasized that the issuance of title deeds is essential for ensuring dignity and security for the residents.
