Parliament Releases Full Schedule for Constitutional Amendment Public Hearings

HARARE – The Parliament of Zimbabwe has officially released the comprehensive schedule for public hearings on the controversial Constitution of Zimbabwe Amendment Number 3 Bill (H. B. 1, 2026), setting the stage for nationwide consultations starting later this month.

In compliance with Section 328(3) and (4) of the Constitution, which mandates that the public be given an opportunity to express their views on constitutional bills, Parliament will conduct hearings across all ten provinces from Monday, 30 March, to Thursday, 2 April 2026.

The constitutional provisions require that once the Speaker of Parliament publishes the precise terms of a constitutional bill in the Gazette, Parliament must immediately invite members of the public to share their views through public meetings and written submissions.

“A Constitutional Bill may not be presented in the Senate or the National Assembly in terms of section 131 unless the Speaker has given at least ninety days’ notice in the Gazette of the precise terms of the Bill,” reads Section 328(3).

Section 328(4) further states:

“Immediately after the Speaker has given notice of a Constitutional Bill in terms of subsection (3) Parliament must invite members of the public to express their views on the proposed Bill in public meetings and through written submissions, and must convene meetings and provide facilities to enable the public to do so.”

In a statement, Parliament said the hearings are being conducted as part of enhancing participatory democracy.

“In compliance with the above and as part of enhancing participatory democracy, the Parliament will be conducting Public Hearings on the Constitution of Zimbabwe Amendment No.3 Bill (H. B. 1, 2026) from 30 March 2026 to 02 April 2026,” Parliament announced.

The hearings will be conducted by ten parliamentary teams deployed to all provinces, ensuring that citizens in every district have an opportunity to make their voices heard on the proposed amendments.

Team A – Manicaland Province

Monday 30 March 2026:

· Nyanga District at Nyamhuka Shopping Centre, Nyamhuka Hall at 1000 hours
· Mutasa District at Manica Bridge, Manica Bridge Hall at 1400 hours

Tuesday 31 March 2026:

· Makoni District at Chipembere Business Centre, Open Space at 1000 hours
· Mutare District at Sakubva, Sakubva Beit Hall at 1400 hours

Wednesday 1 April 2026:

· Chipinge District at Rimbi Business Centre, Manicaland Development Association Hall at 1000 hours

How to Submit Views

Parliament has advised that members of the public who cannot attend the physical hearings can also make written submissions. These should be addressed to:

Submissions can also be sent via email to: bills@parlzim.gov.zw

A deposit box has been made available at the Old Parliament Building, located at the Corner of Kwame Nkrumah Avenue and Third Street in Harare for the same purpose.

Additionally, special desks will be available at all hearing venues on the day for the public to submit their written submissions.

Important Notice on Conduct

Parliament has issued a strict warning regarding conduct at the public hearings.

“PLEASE NOTE THAT ALL THOSE WHO WILL BE PUTTING ON MILITARY UNIFORMS, SIGNS OF RANK, FLAGS OR BADGES AND POLITICAL PARTY REGALIA WILL NOT BE ALLOWED ACCESS TO THE PUBLIC HEARING,” the notice read.
