Harare, Zimbabwe – The Action Democratic Movement (ADM) has issued a sharp condemnation of the recurrent flooding and infrastructure collapse in Harare’s Central Business District (CBD), calling it a direct result of governmental failure and corruption.
In a strongly-worded statement directed at both citizens and authorities, the opposition party blamed “poor governance, corruption, and neglect” for the capital city’s dysfunctional drainage system.
“Blocked drains, burst sewage, and stagnant water are not acts of God — they are the direct result of poor governance, corruption, and neglect,” the statement read.
The ADM argued that the failure to maintain basic infrastructure breaches the social contract with citizens.
“Citizens faithfully pay rates and taxes with the expectation of receiving basic services. Drainage is not a luxury; it is a fundamental public service tied to health, safety, and dignity,” the message stated.
Addressing the government and the Harare City Council directly, the party declared:
“Your primary duty is service delivery. Public funds must be used to maintain infrastructure, not to enrich a few while the majority suffer. The failure to fix and maintain the CBD drainage system is unacceptable and reflects a deeper crisis of accountability.”
The movement outlined a series of demands, including the immediate repair of the drainage system, transparency in council expenditure, an end to corruption, and the professional management of municipalities.
In a rallying call to citizens, the ADM urged the public not to accept the status quo.
“Do not normalize failure. A government that cannot keep drains working cannot be trusted with the future of our children,” the statement asserted, concluding with the slogan, “ASIJIKI 💪💪💪”.

underscores growing frustration over urban decay and service delivery failures in the nation’s capital.
