The Government has intensified its fight against cyberbullying and online abuse through a coordinated, multi-sectoral strategy designed to strengthen enforcement of the Cyber and Data Protection Act. The approach brings together key ministries to improve the investigation and prosecution of digital offences.
The strategy involves close collaboration between the Ministry of Information Communication Technology, Postal and Courier Services, the Ministry of Justice, Legal and Parliamentary Affairs, and the Ministry of Home Affairs and Cultural Heritage. This comes in response to a marked increase in reported cybercrime cases and high-profile court proceedings related to online harassment.
Recent cases, including those involving individuals such as Elisha Ruhinga of Chitungwiza and social media personality Olinda Chapel, have heightened public concern and spurred calls for greater accountability on digital platforms.
Speaking on the new framework, the Minister of Information Communication Technology, Postal and Courier Services, Honourable Tatenda Mavetera, emphasized improved inter-ministerial coordination.
“What we are doing as government is working closely with other ministries… This collaboration ensures that our officers are well-equipped to know how to bring offenders to book when a cybercrime is committed,” Minister Mavetera said.
“We are also continuously training our officers and conducting awareness campaigns to educate the people.”
The rise in cyberbullying has also drawn strong reactions from community and church leaders, who warn of its severe social and psychological impact, particularly on youth. They described the practice as destructive to human dignity and social cohesion, urging responsible and respectful use of social media.
Enacted in 2021, the Cyber and Data Protection Act provides the legal foundation to safeguard personal data, regulate information processing, and combat cybercrime.
As online threats evolve, the government cites sustained public awareness, inter-ministerial cooperation, and strict enforcement as central to protecting citizens and promoting responsible digital conduct.
