Three Murehwa Traffic Police Officers Arrested, Appear in Court Over US$975 Bribery Sting

MUREHWA – Three Zimbabwe Republic Police (ZRP) traffic officers stationed in Murehwa were remanded in custody on Monday after being arrested and charged with criminal abuse of duty for allegedly soliciting and receiving bribes from motorists.

Prosper Muchangani (36), Shelton Masvande (34), and Mercy Makarimai appeared in court following a targeted anti-corruption operation by detectives from the Police Anti-Corruption Unit (PACU).

According to the State’s case, on 21 December 2025, PACU detectives were deployed to monitor police officers manning roadblocks along the Harare-Domboshava Road. The team arrived at the 21-kilometre peg near Nyambirai Farm, where they observed the three accused conducting a traffic operation.

A detective stationed nearby witnessed Masvande stopping two commuter omnibuses, registration numbers AHA 2282 and AFQ 3791. The drivers and conductors of both vehicles reportedly approached the officers and handed cash to Makarimai, who was holding the official Z69 receipt book.

“It is alleged that Makarimai would hand over the money to Muchangani without issuing a receipt to the conductors,” read the court papers.

The detectives then moved in and searched the officers. Muchangani was found in possession of US$975 in his trouser pockets. A check of the Z69 book revealed that no fines had been receipted that day, and the deployment register showed no official entry authorising the trio to be on duty.

The court also heard that the accused had not declared any money in their possession before starting duty, in violation of police procedure.

The three were remanded in custody until Tuesday for a bail application.

The arrest forms part of ongoing efforts by police authorities to clamp down on corruption within the ranks, particularly targeting officers who allegedly extort money from motorists at unofficial roadblocks.
