ZINARA Introduces Flexible Payment Plan For Vehicle Licensing Arrears

HARARE – The Zimbabwe National Roads Administration (ZINARA) has announced a new flexible payment plan to assist vehicle owners in clearing licensing arrears, providing relief to motorists struggling with outstanding fees and penalties.

The initiative, launched on October 15, 2025, will remain available until December 15, 2025, allowing eligible customers to settle their debts through structured instalments while maintaining their vehicle licenses.

In a statement released Wednesday, ZINARA explained that the scheme targets customers owing at least US$400 in arrears and penalties, particularly those with over five terms outstanding. Pensioners with arrears exceeding five terms will also qualify regardless of the amount owed.

“ZINARA is pleased to announce the introduction of a flexible payment plan option for our licensing customers who are in arrears and would like to start clearing their balances,” the authority stated.

The payment plan divides arrears and penalties into three instalments, with customers required to pay the current term’s licensing fee alongside each arrears payment.

According to ZINARA’s detailed breakdown:

“In the first term, customers must pay their current licensing fee plus 40% of their outstanding arrears and penalties. The second term requires the licensing fee plus 35% of the remaining arrears, while the third term will clear the final 25%.”

The authority emphasized that motorists who default at any stage will be disqualified from the program and barred from rejoining.

To access the facility, customers must visit any ZINARA licensing office nationwide with specific documentation. Required materials include a copy of their ID, proof of residence, and the vehicle registration book in their name. If the registration book is not in the applicant’s name, a valid agreement of sale must be presented.

ZINARA also provided contact details for further inquiries, stating:

The authority clarified that clients already enrolled in the flexible plan must continue clearing their arrears into next year, but stressed that no new applications will be accepted after the December 15, 2025 deadline.
