Parliament Fires Energy Mutodi as Finance Committee Chair Following Guvamatanga Allegations

In a swift and decisive move, the Parliament of Zimbabwe has terminated Honourable Energy Mutodi’s tenure as Chairperson of the Portfolio Committee on Budget, Finance and Investment Promotion with immediate effect.

The action, confirmed by an official letter from the Speaker of Parliament, Advocate J.F.N. Mudenda, dated 7th October 2025, comes just days after the Bikita South MP leveled—and then retracted—explosive corruption allegations against the Permanent Secretary for Finance, Mr. George Guvamatanga.

The letter from the Speaker’s office stated,

“Pursuant to Standing Order No.19 of the National Assembly, the Committee on Standing Rules and Orders (CSRO) has resolved to terminate your tenure as Chairperson… with immediate effect.”

It further noted that “all benefits and entitlements attendant upon the said role shall likewise be discontinued forthwith.”

This dramatic development caps a tumultuous week that began last Wednesday when Mutodi, in a series of social media posts, publicly accused Guvamatanga of operating a vast kickback scheme, alleging the senior civil servant had become a “billionaire” by demanding a 5-10% cut on all Treasury payments.

However, in a stunning reversal by Sunday, Mutodi issued a full public apology, stating he had “issued an apology unreservedly to Mr George Guvamatanga for the reputational damage the tweets may have caused” after a private telephone conversation between the two. He subsequently ordered the deletion of the incriminating posts.

Despite the retraction and apology, the parliamentary authorities have proceeded with his removal, underscoring the seriousness with which the institution has viewed the public conduct of one of its senior committee chairpersons.
