Four Beitbridge Clearing Agents Arrested for Alleged Zimra System Breach

BEITBRIDGE – Four customs clearing agents based at the Beitbridge border post have been arrested and charged with fraud for allegedly breaching the Zimbabwe Revenue Authority (Zimra) customs system, leading to the illegal crediting of thousands of dollars into their company accounts.

The accused are Isaac Mazengera (52), director of IT Maze Forwarders Ltd; Tausa Sithole (50), director of Queenlight Investments Pvt Ltd; Norman Magonga (43), director of Inhle Clearing Pvt Ltd; and Shamiso Mubonderi (42) of Hyperclass Investments T/A Asante Sana. Their companies have also been charged.

The four appeared before Beitbridge Resident Magistrate Ms. Patience Madondo on Thursday and are set to return to court for a formal bail application on Friday.

Prosecutor Mr. Tawanda Chigavazira told the court that the alleged fraud occurred on July 11, 2025. The group is accused of collectively defrauding Zimra of significant amounts in both local and foreign currency by exploiting a breach in the customs system.

“The charges arose on July 11 when they all, in the same manner, breached the Zimra customs systems and defrauded the revenue collector of thousands of dollars,” Mr. Chigavazira said.

The court heard the specific amounts each company allegedly stole:

· IT Maze Forwarders: US$25,056 and ZWG166,289
· Queenlight Investments: ZWG2.09 million and US$20,828
· Inhle Clearing: ZWG2.15 million
· Asante Sana: ZWG1.9 million

The arrests followed a joint investigation by Zimra and the Zimbabwe Republic Police.

In response to the breach, Zimra has confirmed that it has rectified the system vulnerability.

The revenue authority is instituting legal action against all those involved and has deactivated the user accounts of select clearing agents pending further investigations.
