Mutodi Levels Explosive Corruption Allegations Against Treasury Perm Secretary

HARARE – In a series of stunning social media posts, Dr. Energy Mutodi, the Chairperson of the Parliamentary Committee on Budgets, has publicly accused the Permanent Secretary in the Ministry of Finance, Mr. George Guvamatanga, of operating a vast kickback scheme that has allegedly made him a billionaire civil servant.

The allegations, posted by the Zanu PF legislator on X (formerly Twitter) on Wednesday, have sent shockwaves through the nation’s political and financial circles.

According to Mutodi, Parliament has been inundated with “agonizing reports” detailing the alleged corruption.

“The Parliament of Zim has received agonizing reports that PermSec in the Ministry of Finance Mr George Guvamatanga is receiving 5-10% for every payment done by Treasury,” Mutodi stated.

He went on to claim that the scale of this alleged operation has been staggering, writing,

“GG as he is notoriously called has accumulated more than $1 billion becoming the richest civil servant.”

Mutodi alleged that non-compliance with the kickback demands carries severe consequences.

“Contractors, Ministries and Departments refusing to pay Guvamatanga a kick back of at least 5% after receiving Treasury payments have been denied payments for several months even if the funds are budgeted for,” he claimed.

He provided a specific example, naming a major road construction firm.

“One Contractor Bitumen which was contracted to do roads has been asked to pay US $200,000 by George for every $2,000,000 weekly payments he authorizes them to receive.”

The legislator further revealed that even Parliament itself has fallen victim to the alleged financial stranglehold.

“Over the past six months, Parliament itself has struggled to operate after being denied its budgeted funds by George Guvamatanga,” Mutodi posted, contrasting this with the Perm Sec’s alleged wealth.

“A civil servant earning less than $1000, GG has more than 5000 dairy cattle, dairy equipment and several mansions hence the proposed lifestyle audit.”

In a chilling conclusion to his thread, Mutodi claimed to be facing direct threats for his pursuit of the matter.

“George has also made threats to send a terror team to deal with the Chairperson of the Parliamentary Committee on Budgets Dr Energy Mutodi upon hearing that the Committee was considering carrying out a life audit on him as well as asking for a ZACC probe.”

As of the time of publishing, there has been no official response from Mr. Guvamatanga or the Ministry of Finance to these grave allegations.

The claims are expected to trigger a significant political and legal firestorm.
