Minister Condemns Exclusion of Traditional Leaders in Development Projects

GWANDA – The Minister of State for Matabeleland South Provincial Affairs and Devolution, Albert Nguluvhe, has issued a stern warning to government departments and development partners against sidelining traditional leaders when implementing community programmes.

Addressing stakeholders in Gwanda, Minister Nguluvhe expressed deep concern over reports of projects being rolled out in communities without the involvement or knowledge of local chiefs and headmen.

“It’s concerning to see that some of you are going into communities to implement various programmes without the knowledge of traditional leaders in those areas,” the Minister stated.

“As development partners, please ensure that you observe and respect the authority of traditional leaders.”

Minister Nguluvhe stressed that the involvement of traditional leadership is not optional but essential for any initiative. He emphasised the need to respect indigenous laws and ensure that leaders also benefit from projects like borehole drilling and road maintenance.

“When we undertake development initiatives… we must ensure that chiefs also benefit from these projects,” he said.

“Empowering chiefs translates to empowering entire communities, as they have oversight over the welfare of their people.”

The Minister highlighted the critical role chiefs play in preserving culture, promoting behaviour change, and driving the national development agenda. He called for stronger collaboration to ensure transparency and community participation.

He further warned against corruption and greed, emphasising that integrity and accountability are crucial for the successful implementation of development programmes aligned with Vision 2030.
