Borrowdale Man in Court After Violent Rampage and Shootout With Police, Amid Rising Lawlessness

HARARE – A Borrowdale man’s violent rampage—which included assault, a stabbing, and a dramatic shootout with police—has ignited fresh concerns over deteriorating law and order and the proliferation of firearms in Zimbabwe, as armed robberies and violent crimes continue to rise across the country.

Ross Terrence Leaper (37) appeared in Harare Magistrates Court on Friday facing charges of assault, malicious damage to property, and failure to secure firearms, following a series of events that prosecutors say highlight a dangerous trend of lawlessness.

The incident began on August 20 when Leaper, allegedly intoxicated, stormed into his neighbour’s home demanding entry. According to court records, he was shirtless and brandishing a hunting knife. When the homeowner, John Du Rand, attempted to block him, Leaper forced his way inside and stabbed Du Rand in the right hand and left eye.

After being restrained by a private security company, Leaper escaped to his own home. There, he attempted to cut off his handcuffs with a grinder, accidentally shooting himself in the arm in the process. Rather than surrender, he retrieved a firearm and charged at police and security guards, firing 11 shots at a security vehicle and causing extensive damage.

The case took a more alarming turn when police discovered a significant arsenal of weapons hidden under Leaper’s bed, improperly stored and including multiple rifles and pistols.

A representative from the National Prosecuting Authority stated,

“This is not an isolated incident. We are seeing an alarming increase in armed confrontations and illegal firearm usage. This behaviour undermines public safety and challenges the rule of law.”

The shootout and weapon stash have amplified public fear regarding armed crime. A police spokesperson emphasized the growing concern:

“The number of armed robbery cases and illegal firearms in circulation is deeply troubling. We urge the public to report any suspicious behaviour and to ensure all licensed firearms are stored securely as per the law. The safety of our communities is at stake.”

Leaper was remanded in custody until Tuesday for a bail hearing. He gained notoriety after a viral video showed him shouting at police officers, claiming they would lose their jobs at the hands of Police Commissioner-General Godwin Matanga.

This case adds to a wave of recent armed incidents, reinforcing calls for strengthened law enforcement and stricter firearm controls in Zimbabwe.
