HARARE – Natasha Kangaru, the Corporate Services Manager at the Consumer Protection Commission (CPC), has been dragged to court on criminal abuse of office charges after allegedly awarding herself and other executives undue school fees benefits amounting to US$26,956.
Kangaru appeared before Harare Regional Magistrate Donald Ndirowei and was granted US$200 bail.
Details of the Allegations
According to the State, between January 2023 and December 2024, Kangaru unlawfully failed to advise the CPC’s board and management on compliance with Section 19 of the Public Entities Corporate Governance Act (Chapter 10:31), which regulates conditions of service for senior officials in public entities.
Due to this omission, the commission allegedly processed irregular school fee payments for Kangaru and other executives, violating proper procedures.
Prosecutors argue that Kangaru “acted unlawfully by showing favour to herself and other executives,” leading to the unjustified financial benefit.
Legal Proceedings & Bail Conditions
Magistrate Ndirowei ordered Kangaru to surrender her passport, report weekly to the police, and not interfere with witnesses as part of her bail conditions.
Legal experts say the case highlights ongoing concerns over governance breaches in public entities, with calls for stricter oversight to curb such abuses.
CPC Yet to Comment
Efforts to get a comment from the Consumer Protection Commission were unsuccessful at the time of publication.
