President Mnangagwa Urges Councillors to Embrace Fiscal Discipline for Development

Bulawayo – President Emmerson Mnangagwa has called on local government councillors to prioritise budget literacy and fiscal discipline to drive the nation’s development agenda.

Speaking during the launch of the Minimum Service Delivery Standards Framework and the Urban State Land Management Policy at the Zimbabwe International Trade Fair (ZITF) yesterday, the President emphasised the critical role of sound financial planning in effective governance.

“Budgets are designed to regulate, manage, and structure resources,” President Mnangagwa said.

“Even at household level, there are budgets, even though some are silent.”

The President urged local authorities to adopt innovative funding models that mobilise resources without overburdening ratepayers.

“Money funds ideas; money does not create ideas,” he told councillors.

“We must move away from a dependency mindset and focus on sustainable, home-grown financial strategies.”

His remarks come as the Government intensifies efforts to improve service delivery and promote prudent resource management in local authorities.

The newly launched framework aims to set clear benchmarks for municipal services, while the land management policy seeks to streamline urban development.

President Mnangagwa’s call highlights the growing emphasis on financial accountability as Zimbabwe pushes for enhanced local governance and economic stability.
