Lusaka, Zambia – In a candid and impassioned address, President Hakainde Hichilema recently scolded his Ministers for falling asleep during cabinet meetings, labeling the behavior as “a serious crime.”

“In cabinet, somebody’s sleeping at 10 hours — the question is where were they… if you can start conking there? To me, that is a crime, a serious crime.”

Closer to home many Members of Parliament have been caught on camera napping during the August house debates.

Nothing has been done to such MPs as the trend seem to continue, especially during Presidential Parliament addresses.
