Teachers Petition Government Over ‘Farm-Like’ Wages Payment System

The Progressive Teachers Union of Zimbabwe (PTUZ) has formally petitioned the government regarding the erratic salary payment system that has left many teachers without their expected wages.

The union emphasizes the need to adhere to established best practices in handling salary payments, particularly in light of the recent delays.

Current Salary Payment Issues

For the first time since independence, the Treasury has reportedly reached a new low in salary payments, with many teachers still awaiting their local currency component for November 2024. This situation has also affected the security sector, where personnel have experienced similar delays in receiving their salaries.

In a letter dated November 21, 2024, addressed to Labour and Public Service Minister July Moyo and copied to Finance Minister Mthuli Ncube, PTUZ Secretary General Raymond Majongwe expressed serious concerns over the payment system. He described the process as “shoddy, unprofessional, and unacceptable,” noting that many banks had not credited the ZWG component of teachers’ salaries since November 19.

Impact on Teachers and Schools

Majongwe highlighted the distressing situation faced by teachers and their families, stating that the delays have created unnecessary tension and uncertainty.

This has adversely affected service delivery in schools, particularly as teachers were expecting timely payments and bonuses during this period.

He urged the government to take immediate action, stating,

“We surely expect better from the government, especially during this time of the year where hardworking teachers are expecting meaningful bonuses and timeous payments.”

The union also reminded the Minister about the US$80 teaching allowance, which has not been properly reflected in salaries.

Banking Sector Challenges

Sources within the banking sector have indicated that local currency shortages have been an ongoing issue. One anonymous official mentioned that banks previously covered for the government by paying the ZWG component to clients but can no longer do so due to delays in receiving disbursed funds.

The PTUZ’s petition underscores the urgent need for the government to address these salary payment issues to ensure that teachers receive their due compensation in a timely manner, thereby supporting the education sector’s stability and effectiveness.
