Zimbabwe is set to implement a National Health Insurance (NHI) system aimed at providing universal health coverage without introducing new taxes.
The funding for this initiative will come from existing taxes and various sectors, ensuring that the financial burden on citizens is minimized.
Funding Sources
According to Mr. Chengetedzai Gota, a Senior Health economist, the NHI will pool resources from multiple sources, including:
- Local authority contributions
- Earmarked levies
- Health bonds
- State contributions
- Mineral export taxes
- Community-based health insurance schemes
- Diaspora remittances
- Portions of social security funds
This approach emphasizes a progressive funding model, where contributions are based on income levels, meaning that those who earn more will contribute more, but without imposing additional taxes on the populace.
Goals and Principles
The primary goal of the NHI is to protect citizens from catastrophic health costs, which occur when healthcare expenses exceed 10% of a household’s total spending.
The foundational principles of the NHI include transparency, ownership, and accountability, which have already received Cabinet approval.
Integration with Existing Programs
In preparation for the NHI, the City of Harare has initiated a Community-Based Health Insurance program, where individuals contribute a small monthly fee to support healthcare costs. This program will be integrated into the NHI framework once it becomes operational.
Regional Context
Zimbabwe’s NHI draws inspiration from successful models in other African countries:
- Rwanda’s Community-Based Health Insurance has significantly improved healthcare access, covering over 80% of its population.
- Ghana’s National Health Insurance Scheme has reduced out-of-pocket spending and improved healthcare outcomes since its implementation in 2003.
- Kenya’s National Hospital Insurance Fund has expanded access to include informal workers, furthering its universal health coverage agenda.
