Harare Correspondent

A 33-year-old man from Karoi, Caleb Chinodakufa, was severely injured after police set their dogs on him during a night patrol. The incident has raised serious concerns regarding police conduct and the treatment of individuals in custody, particularly those with medical conditions.

Details of the Incident

  • Circumstances: Chinodakufa was returning home from the Chikangwe high-density suburb when he was approached by police officers who were conducting a night patrol in an area known for thefts. When ordered to stop, he attempted to flee, prompting the police to release their dogs on him.
  • Medical Neglect: After being bitten by the dogs, Chinodakufa was detained for nearly four hours without receiving medical attention, despite bleeding from his injuries. His mother, Muchaneta Kofi, reported that he was not allowed to seek help until the following morning, when a relative intervened.
  • Hospital Treatment: After being taken to Karoi District Hospital, Chinodakufa had to wait in line for treatment like any other patient, despite his condition. He was diagnosed with dog bite wounds and required medication, including an anti-rabies vaccine and antibiotics.

Police Response

Assistant Inspector Effort Chapoto, the Deputy Provincial Spokesperson for Mashonaland West, confirmed the incident, stating that the police were on patrol due to rising robbery incidents in the area. He noted that Chinodakufa was fined US$15 for disorderly conduct, as he did not comply with police orders.

Conclusion

This incident highlights significant issues regarding police practices and the treatment of individuals in custody, particularly those with pre-existing medical conditions. The lack of immediate medical care and the circumstances surrounding the use of police dogs raise serious questions about accountability and the protection of citizens’ rights.
