The City of Harare has announced a crackdown on rogue kombi operators as part of efforts to alleviate the rising traffic congestion in the Central Business District (CBD). This congestion has been particularly pronounced during morning and evening peak hours, largely attributed to public transport vehicles picking up and dropping off passengers at undesignated locations.
Official Statement from the City Council
In a statement issued on October 22, Town Clerk Phakamile Mabhena Moyo emphasized that the activities of public passenger vehicles, such as buses and kombis parking on streets and blocking lanes, are strictly prohibited. To address this issue, the council has mandated that all public transport operators must revert to using designated ranks, specifically Coventry Road Rank and Mbare Musika.
Moyo clarified that all buses heading to Bulawayo must cease illegal pickups from locations like the Showgrounds and Samora Machel Avenue. The council has also stated that previously established pickup points created during the COVID-19 pandemic are no longer operational.
Designated Termini and Enforcement Measures
The designated termini for registered public transport operators include Market Square, Charge Office, Copacabana, S. Muzenda (4th Street), and Rezende North. Moyo reiterated that all registered operators must adhere to the permits issued by the City of Harare, which clearly outline the ranks, routes, and timetables they are required to follow.
