Government Splits Lands and Agriculture Ministry in Cabinet Reshuffle

President Emmerson Mnangagwa has split the Ministry of Lands, Agriculture, Water, Fisheries and Rural Development into two separate ministries in a move aimed at improving efficiency and service delivery within the sector.

In a statement issued on Thursday by Chief Secretary to the President and Cabinet Dr Martin Rushwaya, the President announced that the former ministry would now operate as two distinct portfolios: the Ministry of Lands and Rural Development, and the Ministry of Agriculture, Mechanisation and Water Resources Development.

The restructuring comes after a review of the ministry’s broad mandate, which previously combined land administration, agriculture, water, fisheries and rural development under one portfolio.

Following the changes, Vangelis Peter Haritatos has been appointed Minister of Lands and Rural Development, while Anxious Jongwe Masuka has been reassigned to head the newly created Ministry of Agriculture, Mechanisation and Water Resources Development.

According to the statement, the appointments were made in terms of Section 104(1) of the Constitution of Zimbabwe and took effect immediately.

The latest changes are expected to allow the Government to place greater focus on land administration and rural development on one hand, while strengthening agricultural production, mechanisation and water resource management on the other.

The separation of the portfolios comes at a time when Zimbabwe is seeking to boost food security, expand irrigation schemes and accelerate rural development in line with the country’s Vision 2030 agenda.
