AMESBURY, United Kingdom – A Zimbabwean national living in the United Kingdom has been slapped with a three-year Criminal Behaviour Order (CBO) after repeatedly being convicted of persistent begging in the quiet town of Amesbury, court records have revealed.
Tatenda Mushandu (40), of Maple Way, appeared before Salisbury Magistrates’ Court on 10 February 2026, where he was found guilty on four counts of persistently begging in a public place.
The court imposed fines for the offences before issuing a CBO that will remain in force until February 2029—effectively barring him from approaching members of the public for money for the next three years.
Strict Terms of the Order
Under the terms of the court order, Mushandu is prohibited from approaching any member of the public to request money or suggesting in any way that he requires donations. He is further barred from sitting or loitering within 50 metres of any shop or business premises in Amesbury.
The restrictions extend to a complete ban from entering Solstice Park Services, including all parking areas, walkways, and spaces between commercial premises within the retail park.
Additionally, he is not permitted to enter the Co-Op stores on Boscombe Road and Salisbury Street, nor the One Stop store in Sandell Place.
According to Wiltshire Police, any breach of the Criminal Behaviour Order constitutes a criminal offence and should be treated as a matter in progress.
Police Welcome Court Action
PC Emma Smith from the Amesbury Neighbourhood Policing Team said the court had taken firm action in response to repeated conduct that reportedly caused distress to shoppers and retail workers.
“The behaviour of this individual has been causing concern among members of the public and retail staff for some time,” PC Smith said.
“The Criminal Behaviour Order gives us the power to act swiftly should Mushandu fail to comply with the conditions set by the court.”
She warned that any further breaches would result in immediate arrest and court proceedings.
“We hope this order will provide reassurance to the local community and businesses that have been affected by this persistent behaviour,” PC Smith added.
“Our officers will be monitoring the situation closely, and we encourage residents to report any breaches promptly.”
Public Urged to Report Violations
Wiltshire Police have urged members of the public to contact authorities immediately if the order is violated. Residents with concerns about anti-social behaviour have been advised to report incidents via police channels, including emergency services where necessary.
The Criminal Behaviour Order is a civil order available in England and Wales that can be made against a person convicted of a criminal offence if the court is satisfied that they have engaged in behaviour that caused or was likely to cause harassment, alarm, or distress.
Breaching a CBO is a criminal offence that can result in further prosecution and potential custodial sentences.
Mushandu’s case highlights the consequences faced by individuals who repeatedly engage in begging, which is not a crime in itself but can become one when it causes distress to the public or is pursued persistently after warnings.
The order remains in effect until February 2029.
