Mnangagwa Removes Muswere From Information Ministry in Cabinet Reshuffle

HARARE – President Emmerson Mnangagwa has removed Jenfan Muswere as Minister of Information, Public Relations and Broadcasting Services in a mini-cabinet reshuffle announced Wednesday, following a week of controversy involving the Zimbabwe Broadcasting Corporation (ZBC).

Muswere has been reassigned to the Ministry of Skills Audit and Development. Soda Zhemu moves from National Housing to take over the information portfolio, while former Skills Audit Minister Paul Mavhima has been appointed National Housing Minister.

The changes, announced by Chief Cabinet Secretary Martin Rushwaya, mark the first major shake-up of Mnangagwa’s executive in months.

Muswere’s redeployment comes after his attempt to dismiss ZBC board chairperson Helliate Rushwaya was swiftly reversed following reported intervention by President Mnangagwa, who was in Dubai at the time.

A government source familiar with the matter said the incident exposed deeper fractures.

“The handling of the ZBC board issue was the final straw. There was unilateral action taken without due process or presidential clearance, and it created the impression of chaos in government communications,” the source said.

According to insiders, the fallout extended to The Herald newspaper, which had already printed 3,000 copies announcing Rushwaya’s removal before Muswere ordered an urgent recall.

“The State media house incurred significant financial losses. That level of disorganisation reflects poorly on the ministry’s leadership,” a media executive said on condition of anonymity.

Observers say Mnangagwa has long been dissatisfied with the coherence of his government’s messaging.

“The President has consistently signalled that he wants tighter, more disciplined communication from his administration. Muswere’s removal is a direct consequence of that concern,” said political analyst Reuben Mbofana.

The reshuffle may signal broader changes ahead. Reports indicate retired Zimbabwe Defence Forces commander General Phillip Valerio Sibanda is being considered for a cabinet post, possibly Lands, Agriculture, Fisheries, Water and Rural Development.
