{"id":9450,"date":"2025-09-23T08:31:44","date_gmt":"2025-09-23T08:31:44","guid":{"rendered":"http:\/\/zimgbcnews.co.zw\/?p=9450"},"modified":"2025-09-23T08:31:49","modified_gmt":"2025-09-23T08:31:49","slug":"mpofu-testifies-in-court-distances-chimombe-from-87m-goat-tender-scandal","status":"publish","type":"post","link":"http:\/\/zimgbcnews.co.zw\/?p=9450","title":{"rendered":"Mpofu Testifies in Court, Distances Chimombe from $87m Goat Tender Scandal"},"content":{"rendered":"\n<p>Crimes and Courts<\/p>\n\n\n\n<p>HARARE \u2013 Businessman Moses Mpofu has taken the stand in the high-profile US$87 million goat tender case, firmly denying allegations that his co-accused, Mike Chimombe, was involved in the operations of his company, Blackdeck Private Limited.<\/p>\n\n\n\n<p>The two are accused of defrauding the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development of over US$7.7 million in a scheme linked to the Presidential Goats-Pass-On Scheme.<\/p>\n\n\n\n<p>Under cross-examination by Chimombe\u2019s lawyer, Arshiel Mugiya, Mpofu sought to delineate their roles, stating that Chimombe\u2019s company, Millyteck, was a separate bidder and not part of Blackdeck during the tender process.<\/p>\n\n\n\n<p>\u201cHis company, Millyteck, was a bidder in the tender. He had nothing to do with Blackdeck,\u201d Mpofu told the court.<\/p>\n\n\n\n<p>The prosecution alleges that the two conspired to defraud the state, using forged ZIMRA and NSSA compliance certificates to secure the multi-million dollar contract, with funds paid out but goats largely undelivered.<\/p>\n\n\n\n<p>When questioned about Chimombe\u2019s presence at a meeting with the Ministry, Mpofu clarified the circumstances.<\/p>\n\n\n\n<p>\u201cHe attended that meeting as a leader of the Economic Empowerment Group to resolve disputes between Blackdeck and the Ministry over the contract\u2019s performance,\u201d Mpofu testified, emphasising that Chimombe was invited by Blackdeck only after the tender was awarded.<\/p>\n\n\n\n<p>Mpofu further distanced his associate from key negotiations. Dismissing claims that Chimombe influenced an addendum to the contract, Mpofu stated,<\/p>\n\n\n\n<p>\u201cHe was not there. I\u2019m certain he was out of the country in South Africa at the time.\u201d<\/p>\n\n\n\n<p>The defence painted Chimombe\u2019s involvement as peripheral, arguing his attendance at the launch of the national goats\u2019 scheme was purely political\u2014a point Mpofu corroborated.<\/p>\n\n\n\n<p>On the financial transactions, Mpofu confirmed payments to Chimombe\u2019s company but framed them as legitimate subcontracting fees.
