Ngoni Katsvairo, chairman of the Greater Harare Association of Commuter Operators (GHACO), expressed frustration, saying, &#8220;We need clarity on these new regulations. All we have is a press statement.&#8221;<\/p>\n\n\n\n<p>Frederick Maguramhinga, president of the Zimbabwe United Deregulated Commuter Operators (ZUDCO), alleged that bus owners are behind the changes, stating, &#8220;They&#8217;re trying to eliminate competition. If road safety is the concern, buses have caused more fatalities than kombis.&#8221;<\/p>\n\n\n\n<p>Transport Minister Felix Mhona defended the decision, saying, &#8220;This is part of our efforts to improve road safety. We encourage commuters to use high-capacity buses for longer journeys, as they offer more comfort and reliability.&#8221;<\/p>\n\n\n\n<p>However, kombi operators argue that the new regulations are unfair and will harm their businesses.
