Masvingo \u2013 ZANU-PF Secretary General and Speaker of the National Assembly, Jacob Mudenda, has directed party structures in Masvingo Province to intensify their monitoring of non-governmental organisations (NGOs), warning that some are deviating from their mandates to pursue a regime change agenda.<\/p>\n\n\n\n
Addressing a ZANU-PF Masvingo Provincial Coordinating Committee (PCC) meeting held at the Robert Mugabe School of Education, Mudenda emphasized the need for vigilance, urging party members to ensure that all NGO activities align with the country’s national development goals.<\/p>\n\n\n\n
Citing the party’s constitution, Mudenda reminded members of their oversight role.<\/p>\n\n\n\n
“In terms of Section 105 of the Party Constitution, the PCC is mandated to monitor and recommend political and development programmes and initiatives in the province so as to foster an integrated approach among the party, Government and other stakeholders in the implementation of such programmes,” he said.<\/p>\n\n\n\n
The Speaker issued a stern warning against organisations he accused of operating under false pretenses.<\/p>\n\n\n\n
“You should monitor all NGOs. Be very careful, some of them come in a sheep’s skin and start to deviate from their mandate, dabbling in politics,” Mudenda cautioned.<\/p>\n\n\n\n
“You should know them and make sure that all what they do aligns with the national development.”<\/p>\n\n\n\n
His remarks come nearly a year after the Private Voluntary Organisations (PVO) Amendment Act was signed into law on 11 April 2025. The legislation grants the state broad powers to oversee, audit, and suspend NGOs, with particular emphasis on organisations involved in governance, human rights, and advocacy.<\/p>\n\n\n\n
Critics have argued that the law stifles civic space, while Government maintains it is necessary to regulate foreign-funded entities and protect national sovereignty.<\/p>\n\n\n\n
The meeting in Masvingo forms part of ongoing efforts to consolidate party structures and align all stakeholders with the national development agenda.<\/p>\n\n\n\n
