HARARE \u2014 A man was fatally struck by a vehicle in the Harare Central Business District on Tuesday afternoon, in an incident a witness says was exacerbated by punitive traffic enforcement and poor road signage, leaving his young children traumatized.<\/p>\n\n\n\n
The tragedy occurred at the intersection of Robert Mugabe Road and Inez Terrace. According to a detailed eyewitness account, the sequence began when the victim, driving a white Toyota GD6 with South African registration, mistakenly turned into the poorly marked one-way street on Inez Terrace.<\/p>\n\n\n\n
He was promptly fined by police and went to pay at the nearby charge office. Upon his return, he found his vehicle had been clamped by Harare City Council parking marshals. While he attempted to negotiate with the marshals, a separate police chase of commuter omnibuses and mushikashika (informal taxis) erupted nearby.<\/p>\n\n\n\n
In the ensuing chaos, a fleeing vehicle veered off the road and struck the man. The witness described a horrific scene:<\/p>\n\n\n\n
\u201cHe was thrown into the air, spinning violently before his head smashed into a windscreen. He collapsed onto the road.\u201d<\/p>\n\n\n\n
The victim lay on the road for nearly an hour before substantial medical assistance arrived, all while his children watched from inside the clamped car.<\/p>\n\n\n\n
The incident has sparked fierce criticism of police and municipal enforcement methods. Social commentary following the event has been scathing, arguing that the death was a \u201cdirect, foreseeable result of a brutal system designed to trap, punish, and extract money.\u201d<\/p>\n\n\n\n
\u201cWhy are one-way streets in Harare so poorly marked, leaving even cautious drivers vulnerable?\u201d the witness questioned.<\/p>\n\n\n\n
\u201cWhy does the relentless police chase culture continue \u2013 when time and again it has proven to endanger innocent lives more than it restores order?\u201d<\/p>\n\n\n\n
Critics hold the Zimbabwe Republic Police (ZRP) and the Harare City Council\u2019s parking unit jointly responsible, citing a \u201ccollective failure of systems, priorities, and compassion.\u201d<\/p>\n\n\n\n
They allege that the combination of an immediate fine, followed by clamping while the driver was legally settling that fine, created a dangerous and desperate situation.<\/p>\n\n\n\n
