PLUMTREE \u2013 The Plumtree Town Council has enacted stringent new public health bylaws, imposing strict prohibitions and penalties against open defecation and other unsanitary practices within the border town.<\/p>\n\n\n\n
The regulations, formalised under Statutory Instrument 126 of 2025, specifically outlaw urinating or defecating anywhere other than in a designated sanitary facility.<\/p>\n\n\n\n
A key provision of the bylaws states that;<\/p>\n\n\n\n
\u201cNo person shall urinate or defecate within the council area other than in a sanitary convenience.\u201d<\/p>\n\n\n\n
The legislation further prohibits the disposal of items such as stones, rags, disposable nappies, or any other articles that could block or interfere with the town’s sanitation systems.<\/p>\n\n\n\n
To enforce these measures, the council has established a structured penalty system. Offenders caught urinating or defecating in public will face a fine of US$20. A heftier penalty of US$50 will be levied for depositing improper materials in public sanitary conveniences.<\/p>\n\n\n\n
The bylaws also target broader public health concerns, with fines of US$100 for the erection of unsanitary or dangerous structures and US$20 for the failure to provide adequate health and sanitation facilities on premises.<\/p>\n\n\n\n
This legislative move represents the local authority’s firm commitment to improving urban hygiene and public health standards in the growing border town.<\/p>\n\n\n\n
